It's possible, but to find these cd's is not very easy (in Russia). There are some more fully data releases for 99min cd's like Shenmue 2 or Sonic Adventure.

Make releases in two variants - 80 and 99 mins.

hl porters are already using maxxed quality regarding sound / textures and models, the things that occupy the most on a cd. now you refer not quality but to quantity, thats a whole different story, but i think we all agree theres no need to compile everything into one single cd, and having to boot maps ona a keyboard.
And to those extra curious, heres some extra info! One cd with a dreamcast game in it (tipically) is full ! now why is that? The images themselves include something called a "dummy file". Now, what does this file do? it occupies all the space left on the cd into an empty file that does nothing, except being burned first. What does this mean? it means that the dummy file pushes all the important files away from the middle as much as possible. Now, since the outskirts of the cd can contain way more info than the center of it, it takes less rotation to read the same ammount of information, and less lens movement too. The practical side of this process? Faster loadings and less impact to the lens.
